Ensuring our students travel to and from school safely is a community effort. Below you will find essential safety resources, California state laws, and local city ordinances for Huntington Beach and Fountain Valley.

Not all e-bikes are the same. California law categorizes electric bicycles into three classes.

🎒 Safe Riding Guidelines for 3rd–8th Graders

If your student is walking or riding to school for the first time, review these essential safety behaviors together:

  • No Devices While Riding: Students may never use a cell phone or wear headphones/earbuds in both ears while riding. They must be able to hear sirens, car horns, and surrounding traffic.

  • Be Predictable: Ride in a straight line. Do not weave in and out of parked cars or sidewalks.

  • The "No Passenger" Rule: Unless a bike is specifically designed for multiple passengers, students should never carry a friend on their handlebars or pegs. It alters the bike's balance and causes major accidents.

  • Use Crosswalks at School: When arriving at school, students must dismount their bikes and walk them across intersections and onto campus.

Bike theft is common around schools. Both local police departments partner with 529 Garage, a digital community bike registry. If a registered bike is stolen, local police can easily track the serial number to return it to you.

  • Bicycle Safety Class: HBPD hosts an in-person Bicycle Safety Class taught by a Traffic Officer on the second Saturday of every other month. Call the HBPD Traffic Unit at (714) 536-5675 to reserve a spot for your student.

🚲 Parent Checklist: Before They Ride

Before sending your 3rd–8th grader off to school, do a quick safety check:

  1. The Helmet Fit: Is the helmet sitting low on the forehead (about two fingers above the eyebrow)? Is the chin strap snug?

  2. Visibility Check: Does the bike have a working white front light and a red rear reflector/light? (Required by law for riding in the early morning or dusk).

  3. The Route Test: Have you practiced riding the route to school with your student on a weekend? Ensure they know exactly where sidewalks end and where it is safe to cross.

10.84.160 Riding on Sidewalk
No person shall ride a bicycle upon a sidewalk within any business district, or upon the sidewalk adjacent to any public school building, church, recreation center, playground or over any pedestrian overcrossing, or within any crosswalk. (22-8/09, 322-1/29, 1784-12/72, 1913-5/74, 2270-3/78)
10.84.170 Yielding Right-of-Way
Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian, and when overtaking and passing a pedestrian shall give an audible signal. A person riding a bicycle off a sidewalk and onto a roadway shall yield to all traffic on the roadway. (22-8/09, 1784-12/72, 1913-5/74)
10.84.180 Riding in Group
Persons operating bicycles on a bicycle lane or path shall not ride more than two abreast. (1784-12/72, 1913-5/74)
10.84.200 Bicycles on Pier
No person shall ride a bicycle or any similar type vehicle on the municipal pier. Bicycles or similar type vehicles may be walked or pushed on the pier. (344-10/31, 554-12/49, 1784-12/72, 1913-5/74, 3185-5/93)
10.84.210 Bicycle Lanes and Paths Established
The City Council establishes those bicycle lanes and paths as designated on the Preliminary Plan; Trails Element to the Master Plan of the City of Huntington Beach, and as such Preliminary Plan; Trails Element to the Master Plan may be amended hereafter from time to time. (1784-12/72, 1913-5/74)
10.84.220 Implementing Establishment of Bicycle Lanes and Paths
The City Manager is authorized, empowered and directed to implement the establishment of the bicycle lanes and paths, as designated on the Preliminary Plan; Trails Element to the Master Plan of the City of Huntington Beach, and as such Preliminary Plan; Trails Element to the Master Plan may be amended hereafter from time to time. 10.84.230 Bicycle Lanes—Markings and Erection of Signs
A. The Traffic Engineer is authorized to erect or place signs upon any street or adjacent to any street in the City indicating the existence of a bicycle lane or path, and otherwise regulating the operation and use of vehicles and bicycles with respect thereto. When such signs are in place, no person shall disobey same.
B. The bicycle lane shall be designated on such street by a six-inch wide reflectorized white line. (1913-5/74, 2175-4/77)
10.84.250 Direction of Travel
No person shall ride or operate a bicycle within a bicycle lane or path in any direction except that permitted vehicular traffic traveling on the same side of the roadway; provided that bicycles may proceed either way along a lane or path where arrows appear on the surface of the lane designating two-way traffic. 10.84.260 Walking Bicycles
Bicycles may be walked subject to all provisions of law applicable to pedestrians. (1913-5/74)
10.84.270 Vehicular Traffic in Bicycle Lanes or Paths
No person shall park a motor vehicle across or on a bicycle path or lane except to obtain emergency parking where signs are posted prohibiting such parking. No person shall drive a motor vehicle across a bicycle lane except after giving the right-of-way to all bicycles operated within the lane. No motor vehicle, motorized bicycle, motor-driven cycle, or motorcycle may be operated on a bicycle path or sidewalk. (1913-5/74, 2059-6/76, 2148-1/77, 2175-3/77)

10.16.045 Bicycles on sidewalks
A) No person shall ride any bicycle upon a public sidewalk except in the direction of traffic in the nearest lane of the paralleling public street. B) The foregoing prohibition shall not apply to sidewalks on residential streets.
