Fountain Valley School District Supplemental Federal Funds Overview

The Fountain Valley School District (FVSD) qualifies for supplemental federal funds to support historically underserved students. Below is a summary of the Title I, Title III—LEP, and Title III—Immigrant programs.

Title I, Part A: Improving the Academic Achievement of the Disadvantaged

Title I, Part A provides supplemental federal funds to help close the achievement gap between high- and low-performing students, enabling all students to meet challenging state academic standards. In FVSD, targeted assistance programs are offered at Cox, Masuda, Oka, and Plavan schools.

Title III, Part A: Program for LEP Students

Title III provides federal funds to support supplementary programs and services for English learners (ELs), also known as Limited English Proficient (LEP) students. These activities focus on English language development and academic progress in core subjects, helping ELs meet grade-level expectations and graduation requirements. Title III also includes staff development for teachers and staff working with ELs.

Title III - Immigrant Education Program

The Title III - Immigrant Education Program offers funds for eligible immigrant students and their families. These programs and services help immigrant students meet challenging grade-level and graduation standards. According to Title III, Section 3301(6), an "eligible immigrant student" is defined as a student who:

  1. Is aged three through twenty-one,
  2. Was not born in any U.S. state (includes the 50 states, the District of Columbia, and Puerto Rico),
  3. Has not attended any U.S. school for more than three full school years.
