Universal Meals Program in California
Under the state meal mandate, California has established a Universal Meals Program that allows all school children to access meals. Regardless of eligibility, every student may request breakfast and lunch at no cost.
EBT Cards and School Lunch Applications
EBT cards are available for students approved for free or reduced-price meals. These cards will be mailed by the State of California. Please ensure your mailing address is updated with the school district.
To qualify for EBT cards and local discounts—such as phone, utility, cable, public transportation, or school fees—you must complete a free or reduced-price meal application. You can apply online at www.nlappscloud.com or obtain a paper application at your student’s school site or the district office.
We appreciate families completing the meal application, as some federal and state funding sources depend on the number of students qualifying for free and reduced lunches. Additionally, families may be eligible for discounted school fees, free or reduced-cost internet service, free or reduced-cost phone service, and EBT benefits that can be used to purchase food.

School Breakfast and Lunch Menu
The Fountain Valley School District's lunch menu follows strict federal and state guidelines established by the School Breakfast Program and the National School Lunch Program. Each day, we offer a variety of nutrients, calories, and colorful vegetables to ensure students receive a nutritious lunch.
The Fountain Valley School District's lunch menu may contain the following allergens:
- Milk
- Eggs
- Wheat
- Soy
