FVSD Federal Categorical Programs

Fountain Valley School District qualifies for Supplemental Federal funds targeted to help historically struggling students. Title I, Title III - LEP, and Title III - Immigrant funds are described below.

Title I, Part A
Improving the Academic Achievement of the Disadvantaged

Title I, Part A provides supplemental Federal funds to be used to narrow the educational gap between high- and low-performing students and enable the students to meet the state's challenging academic standards. In FVSD, there are targeted assistance programs at Cox, Masuda, Oka, and Plavan.

Title III, Part A
Program for LEP Students

Title III provides Federal funding for supplementary programs and services for English learners (ELs), also called Limited English Proficient (LEP) students. The purpose of the activities is to provide instruction and instructional support services related to English language development and academic progress in the core curriculum in a manner that allows ELs to meet grade level and graduation requirements. This includes staff development for school staff assigned to ELs.

Title III - Immigrant

The Title III - Immigrant Education program provides funds targeted to eligible immigrant students and their families. The purpose and provision of these supplementary programs and services are to ensure eligible students meet the same challenging grade level and graduation standards as mainstream students. The term "eligible immigrant student" is defined in Title III, Section 3301(6) as an individual student who (a) is aged three through twenty-one; (b) was not born in any state (each of the 50 states, the District of Columbia, and the Commonwealth of Puerto Rico); and (c) has not been attending any one or more schools in the United States for more than three full school years.
