Over the past several years, Anne has significantly improved the efficacy of the District’s professional development program. Due to her leadership, Fountain Valley School District has more teachers leading, facilitating, and collaborating than ever before. Anne is also responsible for leading the District’s efforts with Common Core, Smarter Balanced Assessments, implementing PLCs for site administrators and writing our Local Control Accountability Plan (LCAP). In addition, she promotes a culture that supports ongoing learning and reflective practices.
Dr. Mark Johnson, Superintendent, stated, “Anne is exceptional at her work, an outstanding communicator and is a valued member of our district's management team. I highly value her opinions, guidance and suggestions, and feel blessed to have the opportunity to work with her.”
During her tenure as Assistant Superintendent for the Fountain Valley School District, Anne has focused on the development and scaling up of “District Signature Practices” to support all students in the general educational system by focusing in particular on student engagement and upon differentiated instruction that meets the needs of the full range of students.
“Anne leads an instructional division that excels in professional development through collaboration and skillful use of data to drive our instructional efforts,” said Cathie Abdel, Assistant Superintendent, Personnel.

Ms. Silavs has served as Assistant Superintendent of Curriculum and Instruction in the Fountain Valley School District since 2011. Before coming to the Fountain Valley School District, she served in the Ocean View School District as Director of Curriculum and Instruction. She has also served as principal of Vista View Middle School in Fountain Valley.
