1. Transportation Services & Prioritization
The Fountain Valley School District (FVSD) currently offers home-to-school transportation to students who are provided transportation as a part of their Individualized Education Plan (IEP). These services are offered to eligible students in grades pre-school through eight, including low-income students with IEPs. Additionally, the FVSD transportation department provides student transportation to field trip locations when possible.
In 2023-2024, the District began offering transportation for 6th grade middle school students attending the Expanded Learning Opportunities Program (ELOP) to the closest elementary school, if requested.
Future Considerations & Expansion Strategy
The District has identified a number of future considerations based on current challenges including staffing, out-of-district routes to shared programs, and the availability of funds for future bus purchases.
The District does not have plans to expand home-to-school services to include a fee-based program over the next three years. However, if the District were to explore expanding home-to-school transportation, it would implement the following structured approach:
- Parent Interest Survey: Initiate expansion exploration by gathering community feedback.
- Priority List Development: Rank eligibility based on grade level, distance from school, and qualifications as an unduplicated pupil.
- Operational Assessment: Base final implementation decisions on recorded interest, staffing, and equipment availability.
2. Accessibility for Pupils with Disabilities & Homeless Youth
The District currently transports students who are provided transportation as a part of their Individualized Education Plan (IEP).
To support homeless children and youth, the District's homeless liaison coordinates directly with the transportation department to provide services where needed. These services are highly adaptable and can be provided through several pathways, including:
- Private transportation contracts
- Orange County Transportation Authority (OCTA) bus passes where appropriate
3. No-Cost Access for Unduplicated Pupils
The District does not currently provide home-to-school transportation for students other than those with an IEP. If services are expanded in the future, students who qualify as part of the District’s Unduplicated Pupil Percentage would be offered transportation at no cost to the pupil.
Plan Consultations
The transportation planning committee engaged in structured consultations with key stakeholders to develop this comprehensive plan:
- Planning Committee Composition: Administrators from transportation, special education, and fiscal services, a classified bus driver, a teacher, and a parent.
- Local Transit Authorities: A committee member consulted with the Orange County Transit Authority (OCTA) regarding alternative transportation, including specific options for student bus passes.
- Air Quality Districts: The South Coast Air Quality Management District (SCAQMD) provided valuable information regarding funding programs, including the Lower-Emission School Bus Program and the federal Clean School Bus Program.
