On Wednesday, September 16, 2020, FVSD hosted an online Community Forum to present information on the 2020-21 Learning Continuity & Attendance Plan (LCP).  The presentation will provide an overview of the Learning Continuity & Attendance Plan, including each of the sections:

  • In-person Instructional Offerings
  • Distance Learning Programming
  • Pupil Learning Loss Mitigation
  • Mental Health & Social-emotional Well-being Supports
  • Pupil Engagement & Outreach
  • School Nutrition

Overview of the Learning Continuity & Attendance Plan
 

The Learning Continuity and Attendance Plan (Learning Continuity Plan) is a key part of the overall budget package for K-12 that seeks to address funding stability for schools while providing information at the local educational agency (LEA) level on how student learning continuity will be addressed during the COVID-19 crisis in the 2020–21 school year. The governor and legislature approved the provisions for the plan in June in SB 98, which can be found in EC Section 43509.

The Learning Continuity Plan is intended to balance the needs of all stakeholders, including educators, parents, students, and community members while streamlining engagement and condensing several preexisting plans. In particular, it was essential to combine (1) the intent behind Executive Order N-56-20, published in April 2020, which envisioned an off-cycle Local Control and Accountability Plan (LCAP) due December 15, and (2) the ongoing need for LEAs to formally plan to return to school amid the uncertainty and of COVID-19, without requiring two plans. The Learning Continuity Plan replaces the LCAP for the 2020–21 school year.

The Learning Continuity Plan adoption timeline of September 30, 2020, is intended to ensure the Learning Continuity Plan is completed at the beginning of the 2020–21 school year. Additionally, the timeline is designed to allow for communication of decisions that will guide how instruction will occur during the 2020–21 school year. This includes in-person instruction, according to health guidance, and distance learning while providing critical opportunities for stakeholder engagement.

The Learning Continuity Plan template memorializes the planning process already underway for the 2020–21 school year and includes descriptions of the following: addressing gaps in learning; conducting meaningful stakeholder engagement; maintaining transparency; addressing the needs of unduplicated pupils, students with unique needs, and students experiencing homelessness; providing access to necessary devices and connectivity for distance learning; providing resources and supports to address student and staff mental health and social-emotional well-being; and continuing to provide school meals for students.

Fountain Valley School District presented a draft of the LCP to the Board of Trustees at the regularly scheduled Board Meeting on Thursday, September 3, 2020. To gather additional feedback regarding the plan, FVSD shared the 2020 Learning Continuity & Attendance Plan Feedback Survey with parents on Friday, September 4, 2020, and will use the survey to continue to gather feedback through Monday, September 14, 2020.   FVSD conducted a District English Learner Advisory Council Meeting on August 21, 2020. The Learning Continuity and Attendance Plan draft is posted below in both English and Vietnamese, as it is the Superintendent's response to the question presented to the Superintendent by the District's English Learner Advisory Council.  

FVSD will conduct a board meeting on Thursday, September 24, 2020. This meeting will include a public hearing related to the LCP and an action item for the board to consider the adoption of FVSD's learning continuity and attendance plan. School districts are required to submit their plans to the California Department of Education on or before September 30, 2020.
